Proposes amendment to Oregon Constitution to require separate vote by each house of Legislative Assembly on emergency clause if measure is intended to take effect earlier than 90 days after end of session at which measure was passed.
Restates authority of Governor to veto emergency clause. Refers proposed amendment to people for their approval or rejection at next regular general election.
