Sunsets January 2, 2016.</b> Imposes moratorium on certain mining using any form of motorized equipment. <b>Specifies that moratorium becomes operative on January 2, 2016.</b> Punishes by maximum of one year's imprisonment, $6,250 fine, or both. Sunsets January 2, <i>2018</i>]<b> 2021</b>. Directs Governor's office to study certain issues related to mining using motorized equipment. <b>Establishes surcharge on certain permits. Establishes Suction Dredge Study Fund. Continuously appropriates moneys in fund to Department of Environmental Quality. Specifies uses of moneys.</b> Declares emergency, effective on passage.
