Bill Title: Relating to the establishment of institutional boards for public universities in the Oregon University System; and declaring an emergency.
Catchline/Summary: Establishes governing boards for University of Oregon and Portland State University.
Vests governing boards with certain duties, rights and powers. Establishes time frame in which Oregon State University may elect to establish governing board. Establishes process by which other universities in Oregon University System may establish governing boards. Requires public universities to continue to participate in all shared services until at least July 1, 2014, and listed shared services until at least July 1, 2015. Establishes Special Committee on University Governance and Operations to make recommendations to Legislative Assembly on issues of administration within state post-secondary education system and coordination of operations, academic programs and shared services within system. Establishes Work Group on University Shared Services to assist special committee in making legislative recommendations for shared services among Oregon's public universities. Becomes operative on July 1, 2014. Declares emergency, effective on passage.
