Bill Title: Relating to education governance; and declaring an emergency.
Catchline/Summary: Grants additional authorities to Higher Education Coordinating Commission.
Modifies membership requirements and duration of initial appointments for Higher Education Coordinating Commission. Creates Office of Student Access and Completion. Abolishes Oregon Student Access Commission. Transfers policy and dispute resolution authority of Oregon Student Access Commission to Higher Education Coordinating Commission. Transfers administrative authority of Oregon Student Access Commission to Office of Student Access and Completion. Transfers authority over community colleges from State Board of Education to Higher Education Coordinating Commission. Establishes that recognized student government is responsible for establishing mandatory incidental fees at public universities and creates process to resolve disputes if board of public university objects that fee is inappropriate under list of specified conditions. Requires board of education of each community college district, and president of each public university, to form achievement compact advisory committee. Clarifies with whom open communications are made regarding achievement compacts. Declares emergency, effective on passage.
