|Bill Title:||Relating to exemption from criminal offenses related to medical marijuana.|
Exempts from criminal offenses in which possessing, delivering or manufacturing marijuana is an element persons who perform certain services related to administration of medical marijuana or who research marijuana for medical purposes.
Creates Cannabis Commission as semi-independent state agency for purpose of providing regulatory oversight over such activity. Authorizes commission to issue permits for specified activities and to adopt rules with which holder of permits must comply. Limits, until January 1, 2018, number of permits that commission may issue.
