Bill Title: Relating to state medical assistance program funding; prescribing an effective date; and providing for revenue raising that requires approval by a three-fifths majority.
Catchline/Summary: Extends sunset on collection of hospital assessment to September 30, 2015.
Modifies payment methodology for reimbursement of specified hospitals by state medical assistance program. Authorizes quality improvement incentive payments to hospitals that meet standards adopted by Oregon Health Authority based on recommendations from hospital performance metrics advisory committee. <b>Establishes process for reducing excess long term care facility bed capacity statewide. Grants antitrust immunity to long term care facilities that participate in process. Modifies procedure for review of applications for certificates of need by long term care facilities. Modifies long term care facility assessment and long term care facility reimbursement formula. Makes waivered long term care facilities, including long term care facilities operated by continuing care retirement communities, subject to long term care facility assessment. Extends long term care facility assessment to July 1, 2020.</b> Takes effect on 91st day following adjournment sine die.
