Creates definition of digital billboard.
Permits digital billboards to be displayed if digital billboard meets certain conditions. Decreases number of permits required to relocate tri-vision signs. Declares emergency, effective on passage.] Provides means by which outdoor advertising sign may be relocated or reconstructed as digital billboard. Directs Department of Transportation to develop public notification plan for purpose of using digital billboards to display notifications related to civic activities and public safety. Takes effect on 91st day following adjournment sine die.
