Establishes Court Appointed Special Advocate Task Force to make recommendations on appropriate structure and operation of CASA Volunteer Programs .
Transfers authority over court appointed special advocates and CASA Volunteer Programs from State Commission on Children and Families to judicial branch of state government.] Continuously appropriates moneys in Court Appointed Special Advocate Fund to Oregon Department of Administrative Services for making distributions to CASA Volunteer Programs or to counties for making such distributions.] Creates] Establishes Court Appointed Special Advocate Task Force to make recommendations on appropriate entity to administer and supervise] structure and operation of CASA Volunteer Programs and certain other matters related to programs]. Requires submission of report to appropriate interim committees of Legislative Assembly no later than January 15, 2012. Sunsets task force on June 30, 2012. Declares emergency, effective on passage.
